International Student Appeal Procedure

1. Purpose
This procedure outlines the process by which international students at Jiujiang University may appeal against disciplinary sanctions or academic assessment decisions made by the Administration or Examiners. It aims to ensure fairness, accuracy, and compliance with regulations.
2. Scope
This procedure applies to all full-time international students enrolled at Jiujiang University who wish to appeal against a decision regarding academic progression, award, or classification.
3. Grounds for Appeal
An appeal may only be made on one or both of the following grounds:
3.1 Extenuating Circumstances
Circumstances beyond the student's control, of a medical or personal nature, that adversely affected their academic performance and which were not known to the Administration or Examiners at the time of their decision. The student must demonstrate that they could not reasonably have disclosed these circumstances before the Board's meeting. Relevant documentary evidence must be provided.
3.2 Procedural Irregularities
Procedural irregularities in the conduct of the Administration or Examiners, including administrative error, of such a nature as to raise reasonable doubt about the accuracy or fairness of the decision.
4. Grounds Not Considered
The following are not legitimate grounds for appeal:
Disagreement with academic judgment of examiners
Informal assessments by academic staff
Marginal failure to achieve a higher degree classification
Retrospective submission of extenuating circumstances that could reasonably have been disclosed earlier
5. Appeal Submission Deadline
An appeal must be submitted within 10 working days of the publication of the results.
6. How to Submit an Appeal
The student must complete the Appeal Form for International Students at Jiujiang University, stating clearly the grounds for appeal and providing full details and supporting evidence. The signed form must be submitted to the International Student Affairs Office (ISAO).
7. Preliminary Review
The Section Chief (or an equivalent designated officer) shall acknowledge receipt of the appeal within 5 working days and determine whether the appeal is admissible based on the stated grounds. If the appeal is deemed inadmissible, the student will be informed in writing, with a copy sent to the Dean (Deputy Dean) of FIS.
8. Investigation and Review
If the appeal is accepted, it shall be referred to the Student Appeal Committee in accordance with the Jiujiang University Student Appeal Procedure. The Committee shall:
Review all written materials
Consult relevant staff or examiners as necessary
May convene a hearing if deemed appropriate
The Committee shall issue a written decision within 15 working days from the date of receipt of the appeal, unless an extension of up to 15 additional working days is approved due to complexity.
9. Possible Outcomes
The Committee may:
Reject the appeal if insufficient grounds are found
Uphold the appeal and recommend that the Administration or Examiners reconvene to reconsider the decision
Any final decision regarding marks, progression, or classification shall be made by the Administration or Examiners, with the approval of the relevant External Examiner where required.
10. Right to Further Appeal
If the student remains dissatisfied with the outcome of the internal appeal, they may, within 15 working days of receiving the final decision, submit a written appeal to the Jiangxi Provincial Department of Education, in accordance with national regulations.
11. Language and Support
All appeal documents must be submitted in English or Chinese. The International Student Affairs Office may provide guidance and support throughout the appeal process.

Chapter 6: Student Appeals
Article 23 The University shall establish a Student Appeal Committee to handle appeals filed by international students against disciplinary or other decisions. The Committee shall include representatives from the Faculty of International Studies.
Article 24 An international student who disagrees with a University decision may submit a written appeal to the Student Appeal Committee within 10 days of receiving the decision. The appeal procedure shall follow the relevant provisions of the Rules for the Management of Student Affairs at Jiujiang University.
Article 25 If the student disagrees with the University's review decision, they may submit a written appeal to the upper administrative department within 15 days from receiving the review decision.
